Basically, the R&D incentives aren’t new, they will just become officially “permanent.” The growth write-offs apply to hevy equipment, land and property. Not investments that necessarily create jobs, if companies can actually use them. The $50 of road funding is part of billions of unused dollars and will only have limited impact (except to help union allies). Beyond that the government spends this money anyway, President Obama is just going to front load it.
